I think it's because of era. Before Babe Ruth showed up and started hitting homers, nobody tried hitting for power; thus, they struck out less. That is why all the super-strikeout pitchers are from recent, offensive-based eras, like Ryan, RJohnson and Clemens. Players who hit home runs strike out more (see: Jackson, Reggie; Reynolds, Mark; Howard, Ryan).
