Will the Bush policies toward India start a war between India & Pakistan?

After the latest terrorist attack, it's obvious that the Bush anti terrorism policies have been as effective as the surge in Iraq. What else is he going to destroy before he leaves office? It seems he is averaging a bigger catastrophe every month.
