Does Microsoft call Windows users on the telephone to offer to fix computer problems?

A male person calls me every day to tell me that he works for Microsoft and that he has been igned the task of fixing the Windows problems that my computer has supposedly reported to Microsoft. I have run Windows Defender, Avast and Defrag but no abnormality can be found. My neighbour has had the same call in spite of his never having owned a computer. Does Microsoft make such telephone calls or is this person attempting a confidence trick on me?
